Garbage (Basura)

For the past few months here in my area, I never seen garbage around especially at night. Maybe its because Election here is fast approaching. Here’s my question, where do they dispose the garbage during campaign time, since garbage is a problem in our country? If they can do this during campaign time, why can’t they do this all the time?
